Start with a question rather than a procedure.
Open your last three months of invoices. Then open your trade licence and read the activity list on it. Does every line you have billed for appear there?
For a lot of companies the answer is no, and the gap opened up gradually. A consultancy started reselling software. A trading company began offering installation. A marketing agency took on an events project because a client asked. Nobody made a decision to operate outside the licence. The business simply moved and the licence did not move with it.
This article helps you work out whether you have that gap, and then sets out how to add activities to a trade licence using what Dubai Economy publishes about the amendment route.
The self-check
Three steps, and they take about an hour.
One. List what you actually invoice for. Not the plan, not the website. The invoices. Group them into distinct types of work, and be honest about the ones that started as a favour to a client and became a revenue line.
Two. Read the activities on your licence. Each is a specific classification with a code, not a general description. "Trading" is not one activity. "Management consultancy" does not necessarily cover training delivery.
Three. Match the two lists. Anything you invoice for that does not map cleanly to a listed activity is the gap.
Two things will complicate this, and it is better to hit them now than at submission.
The activity names are official classifications rather than commercial language, so the translation is not always obvious. Dubai Economy's activity search lets you search by activity name and shows the activity code and group, the licence type and a brief description of each. That is the tool for working out what your work is actually called.
And the categories themselves have definitions. Dubai Economy describes commercial activities as those requiring capital, covering wholesale and retail trade, construction, transportation, stockpiling, communication, financial intermediation, real estate and leasing. Industrial activities also require capital and cover manufacturing, mining, quarrying, electricity, gas and water. Professional activities are those that "depend on mental and physical effort", including agriculture, fishing, education, health, social work and personal services.
If your new revenue line sits in a different category from your existing ones, the amendment is a larger change than adding a similar activity.
Practical asset: the activity coverage sheet. Three columns. Revenue line as you describe it commercially. Matching activity name and code from the Dubai Economy activity search. Covered, not covered, or unclear. Take the "unclear" rows to the authority or to your adviser rather than deciding them yourself. Run the sheet once a year, and set the reminder sixty days before your licence renewal so that any amendment can be handled in the same cycle.
Can you group activities freely
Not entirely, and the published rule is looser than people expect.
Dubai Economy's guidance is that activities should share commonality, and gives a worked example: computer maintenance and computer trade may be combined "despite the difference in their groups". So the test is relatedness rather than strict category matching.
We did not find a cap on the number of activities a single licence may hold on any of the Dubai Economy pages reviewed on 11 September 2026. If someone tells you there is a hard limit, ask them for the source.
The amendment route
Dubai Economy publishes the amendment service as covering modification of licence terms including "changing the business activity, adding or deleting one of the activities, adding a partner". The same service also handles capital additions and withdrawals, partner amendments, shop sales and changes to the legal entity structure.
The published steps are: visit the service centre or access the website, submit all requirements, pay the service fees.
Published documents include the current trade licence, a rent contract where the location changes, supporting approvals and letters, and amended contract documentation. Which apply depends on what you are changing.
The published fees
| Item | Published fee |
|---|---|
| Standard amendment | AED 500 |
| Annex to incorporation contract, capital under AED 100,000 | AED 300 |
| Annex to incorporation contract, capital over AED 100,000 | 0.5 per cent, capped at AED 15,000 |
| Other amendments | AED 200 per signature |
| Alternate service centre | AED 500 |
The annex fees apply where the change touches the incorporation contract, which a straightforward activity addition often does not. Confirm which fee lines apply to your specific change before you budget.
The step that decides your timeline
Dubai Economy explicitly flags activity modifications as requiring external approval. Its renewal guidance puts the mechanic plainly: where external approvals are required, the application is sent to the concerned parties.
This is the difference between an amendment that closes in days and one that takes weeks, and it is not within Dubai Economy's control or yours.
There is an honest gap here worth knowing about. The activity search tool shows the code, group, licence type and description for each activity, but it does not display which external approvals that activity requires. We did not locate a list mapping activities to their approving authorities on the activity search tool, the Dubai Economy FAQ or its service records as reviewed on 11 September 2026. So the only reliable way to find out is to ask Dubai Economy or the relevant authority for your specific activity, early, before you plan around a date.
The other changes this service handles
Activity changes are the most common reason to use the amendment service, but they are not the only one, and if more than one change is due it is usually sensible to deal with them together.
Dubai Economy publishes the amendment service as also covering:
Capital changes. Additions to and withdrawals from the company's capital. This is where the annex fees become relevant, since the charge is tiered at AED 100,000 of capital.
Partner changes. Adding a partner is named explicitly. The published requirements for partner amendments include an accommodation copy and a no-objection letter.
Shop sales. Transfers require a notary-certified contract.
Changes to the legal entity structure. A change of form is handled through the same service rather than as a new licence.
If your business has grown to the point where the activities no longer match, there is a reasonable chance something else has moved too. A new partner, additional capital, a different structure. Check all of them before you file, because a second amendment three months later means a second set of fees.
If you are moving premises
Location changes travel with the licence, and the published requirement is specific: a rent contract is among the documents required where the location changes.
Sequence this carefully, because the tenancy sits upstream of more than the amendment. Dubai Economy's own guidance states that a licence cannot be renewed if the tenancy contract is not registered with RERA, so a move that is not properly registered creates a problem at the next renewal rather than at the move itself.
The order that works is: sign the new tenancy, register it, then amend the licence. Doing the amendment first with an unregistered contract creates an inconsistency that will surface later.
If the move also changes what the business does, for instance a move from an office to a warehouse or a retail unit, treat it as two changes rather than one. The activity and the premises may both need attention, and the premises change may bring external approvals of its own.
Timing it with your renewal
If you have found a gap and your renewal is within a few months, sequence them deliberately.
Amending first and renewing afterwards means the renewed licence carries the correct activities. Renewing first and amending afterwards means paying for a renewal and then an amendment, and holding an inaccurate licence in between.
Because activity amendments require external approval, the amendment is the item that needs the lead time. Start it sixty days before the renewal rather than the other way round. The full renewal dependency sequence is here.
Checking a licence, including your own
Dubai licence information can be searched publicly through Dubai Economy's business information search. It is worth using in two situations.
On your own licence, to confirm exactly what is recorded rather than working from the PDF in a drawer, which may predate an amendment.
On a counterparty's licence, before you sign a contract, to check that their listed activities actually cover the work you are engaging them to do. This is a reasonable piece of diligence and it takes a minute.
What we are not going to tell you
If your self-check has found that you have been invoicing for work outside your licensed activities, this article stops.
We are not going to advise you on historical exposure, on how to characterise past invoices, or on what any consequence might be. That is a compliance question about your specific facts, and it belongs with Dubai Economy directly or with a UAE-licensed lawyer.
What we can say is that the position is better addressed than left. Bring the licence into line with the business, and take advice on the past separately from the amendment.
A small habit that prevents the whole problem
Put one line in your annual planning: does the licence still describe the business?
Ask it when you launch a product, when you take on a client outside your usual scope, when you open a second location, and sixty days before every renewal. It is a five-minute question that prevents a conversation nobody wants to have.
For the wider view of how the licence sits alongside your other obligations, the setup and operating picture is here, and the transaction map shows which authority owns what.
Let us run the coverage check with you. Send your trade licence and a short description of what the business actually invoices for, and we will map your revenue lines against the Dubai Economy activity classifications, flag the ones that are not covered, identify which of them are likely to need external approval, and tell you whether to amend before or after your next renewal. Where a case needs a legal view rather than an administrative one, we will say so rather than process it.
The amendment itself is not ours to grant. Dubai Economy approves the change to your licence, and any external authority whose consent the new activity requires approves its own part. A private provider's role, within whatever its licensed activity covers, is to prepare the application, submit it and track it through. Ask any provider, us included, to confirm in writing which of those steps it performs. The approval belongs to the authority, and so does the timeline.
