Your Dubai mainland company has won work in the capital, or a government or energy client has asked whether you hold an Abu Dhabi licence. You know the Dubai route well. What you need to know is which parts of it change when the licence comes from Abu Dhabi.
For business setup in Abu Dhabi, five things change: the authority, the portal, the registry, the licence products and the lease system. The UAE Government Portal (u.ae) lists the "Abu Dhabi Department of Economic Development" (ADDED) among the UAE's licensing authorities, next to the "Department of Economy and Tourism - Dubai". ADDED tells investors to "apply for the licenses you need through our eServices on TAMM". ADDED's arm, the Abu Dhabi Registration Authority (ADRA), calls itself "the central business registry for Abu Dhabi". For leases, u.ae names the Tawtheeq system in Abu Dhabi, where Dubai uses Dubai Land Department. And Abu Dhabi publishes licence products that start without an office: TAMM describes Tajer Abu Dhabi as issued "without an official establishment site, valid for 3 years".
If you have not yet settled on an emirate or a free zone, begin with the guide to choosing an emirate or free zone in the UAE. This article assumes you know the Dubai mainland process and sets out, difference by difference, what the Abu Dhabi pages publish.
Difference 1: who licenses and registers you
ADRA's "About ADRA" page states that it was "Established by the Executive Council Resolution in 2024 as an arm of the Abu Dhabi Department of Economic Development". The page gives no resolution number. It describes ADRA as "the centralised business registry and the single point for regulatory reporting across the Emirate's mainland."
ADRA's launch announcement, dated 6 January 2025, uses a longer name: "Abu Dhabi Registration and Licensing Authority (ADRA)". Both names appear on ADRA's own site, so use the one on the documents you receive.
So a Dubai founder deals with two Abu Dhabi names, ADDED and ADRA, where the Dubai mainland process runs through the Department of Economy and Tourism. The Dubai route is covered in the guide to mainland company setup in Dubai.
Difference 2: the portal and how you check a licence
ADDED's licensing requirements page, updated on 24 July 2026, tells investors to "apply for the licenses you need through our eServices on TAMM."
TAMM's service for a commercial licence is titled "Issue Economic Licence - Commercial". Read in a browser on 20 September 2026, it lists seven steps:
- "Log in using UAE PASS."
- "Submit the application and the required documents."
- "Obtain approvals of other entities (If any required)."
- "Register for the real beneficiary."
- "Receive an approval or rejection notification."
- "Pay the fees."
- "Obtain new economic licence - commercial."
The page shows "5 Working Day". TAMM's Tajer Abu Dhabi service shows "10 Working Day". These are the times each page displays, not a commitment by anyone.
The u.ae "Verify business licences" page links Dubai's "Request to issue a trade licence" to Invest in Dubai, and Abu Dhabi's "Enquire about economic licences" to a TAMM service. Invest in Dubai's licence search lets you "Search by License Number, Dubai Unified License (DUL) Number, English Business Name, or Arabic Business Name". Checking a counterparty in either emirate is covered in the guide to verifying a UAE trade licence.
Difference 3: the Abu Dhabi bodies in ADDED's published sequence
ADDED's "Establish your business" page, updated on 24 July 2026, sets out eight numbered steps:
- Business activity. The page calls it "the first step to getting your business legally recognised".
- Legal form. ADRA's version of this step lists "general partnerships, limited liability companies, public joint stock companies and more."
- Trade name. "choose a unique name ... and register it with ADDED".
- Initial approval. "Simultaneously, you must apply for an initial approval from ADDED which will help you proceed further."
- Contractual agreements. "you may need to draft a Memorandum of Association (MOA) or a Local Service Agent Agreement (LSA)".
- Business location. "you must find a suitable business location and obtain a tenancy contract".
- Additional approvals. From entities such as "the Abu Dhabi Municipality, the Department of Health, the Abu Dhabi Tourism Authority, etc."
- Business licence.
The steps name Abu Dhabi bodies: ADDED for the trade name and the initial approval, and the Abu Dhabi Municipality, the Department of Health and the Abu Dhabi Tourism Authority among possible additional approvals.
The u.ae page on mainland steps, updated on 16 July 2026, adds that an initial approval "does not, however, grant the authority to run or practice the business activity." That page describes the UAE in general, not Abu Dhabi alone. ADDED's page also states: "If your business does not need physical premises, you can get a licence to operate online" through TAMM.
Difference 4: licence products, including ones without an office
ADRA's business setup page lists eight licence products: Dual Licence; Farms and Small Producers Licence; Freelancer Licence; Instant Licence; Mobdea Licence; Standard Economic Licence; Tajer Abu Dhabi; and Virtual Licence. The table quotes six product pages reviewed on 20 September 2026.
| Product | Who the ADRA page says it is for | Premises wording on the ADRA page | Cost line on the ADRA page |
|---|---|---|---|
| Tajer Abu Dhabi | "Open to UAE Nationals, UAE Residents and GCC Nationals" | "You are not required to lease an office for the first three years." | "ranges from AED 790-5,500 depending on the economic activities" |
| Standard Economic Licence | "Open to UAE Nationals, UAE Residents and GCC Nationals" | "You are required to lease office space, however it is optional in the first year for some economic activities." | "The basic cost of AED 1,200 for the Standard Economic Licence includes 6 investor-selected activities." |
| Instant Licence | "Open to UAE Nationals, UAE Residents and GCC Nationals" | "A lease contract is required" | "between AED 790-5,500 for the Instant Licence and includes 6 investor-selected activities" |
| Virtual Licence | "anyone residing outside of the UAE who wants to conduct business in Abu Dhabi" | "You can run your business directly from home." | "between AED 790-5,500 and includes 6 investor-selected activities" |
| Freelancer Licence | "both UAE nationals and residents" | "You can run your business directly from your home." | "The basic cost of AED 1,200 for the Freelancer Licence includes 6 investor selected activities." |
| Dual Licence | "companies operating in Abu Dhabi economic free zones that wish to practice business activities outside the economic free zones" | Not stated in the lines captured | "The basic cost of AED 1,200 for the Dual Licence includes 6 investor-selected activities." |
The Tajer, Standard, Instant and Virtual pages add: "Additional economic activities can be added for an additional fee of AED 100." We did not find a validity period, a VAT line or a "per year" qualifier on those ADRA pages.
Tajer Abu Dhabi, in three official wordings. TAMM says "without an official establishment site, valid for 3 years." ADRA carries the heading "No Office Required" and states: "You are not required to lease an office for the first three years." The u.ae page on Tajer Abu Dhabi, a historical account, says: "All are exempt from having a physical presence or an office".
Where the official pages differ. Four points do not match across pages:
- Number of licence types. ADDED refers to "one of the six types of licences available: industrial, commercial, professional, tourism, agricultural or occupational." The u.ae mainland steps page says: "As per Department of Economic Development in Abu Dhabi, there are 7 types of licences." ADRA lists the eight products above. These may be different classifications, but no page says so.
- Tajer eligibility. ADDED's licensing requirements page describes the licence as issued "to UAE citizens and residents". ADRA's page says "Open to UAE Nationals, UAE Residents and GCC Nationals".
- Tajer activities. ADRA shows "1,200 Activities to Choose From". The u.ae account says ADDED "raised the number of eligible activities covered by the licence to 1057".
- Freelancer eligibility. ADDED describes it as "available for investors (citizens and foreigners)". ADRA's page refers to "both UAE nationals and residents".
If one of these points decides your choice, ask ADRA which wording applies to you, and keep the dated answer.
What this means for a Dubai company. The no-office products carry legal form conditions. Tajer "must be established as an Establishment, Sole Proprietorship, or Limited Liability Company." Whether an existing Dubai company can use any of these products is a question for ADRA. If you are weighing a branch against a new company, see the guide to branches, subsidiaries and representative offices in the UAE.
Difference 5: premises and lease registration
The u.ae page "Leasing a property in the UAE", updated on 20 January 2026, sets the two systems side by side:
- "In Abu Dhabi, landlords have to register lease contract in the Tawtheeq system, which is the city's register for tenancy contracts."
- "In Dubai, landlords must register lease agreements with Dubai Land Department."
That page sits in u.ae's section on moving to the UAE, so it is written for residential tenants. It does not say the same wording covers commercial leases.
In Abu Dhabi. The Standard Economic Licence page lists three documents: "Memorandum of Association", "Tawtheeq" and "Lease Agreement". TAMM's commercial licence service lists "Memorandum of association" and "Approved lease contract". Al Ain City Municipality's Tawtheeq page states that lease services "such as registration, cancellation and renewal of contracts and agreements are available through TAMM platform and the smart platform, as well as in Customer Happiness Centers."
We did not find a statement that all Abu Dhabi economic licences require a Tawtheeq-registered lease on the pages reviewed on 20 September 2026: the ADRA product pages, ADDED's two setup pages and the u.ae leasing page. The Standard licence page also leaves open which "some economic activities" have the office lease "optional in the first year". Ask ADRA whether your activity is one of them before you sign a lease.
In Dubai. Dubai Land Department's Ejari service "allows customers to register or renew a Tenancy contract in the Emirate of Dubai". Its FAQ states that commercial Ejari "must be issued under authority's name with a valid License." On who registers, the DLD service page states "The applicant must be the tenant or a legal representative", while u.ae says landlords must register. Ask DLD which party registers your lease. The Dubai side is explained in the guide to Ejari registration in Dubai.
Ownership: what u.ae says for each of the two emirates
The u.ae page on full foreign ownership of commercial companies has a short passage for Abu Dhabi and one for Dubai. For Abu Dhabi, it states that ADDED "identifies 1,105 registered commercial and industrial activities, for which non-citizens, whether natural or legal persons, have the right to own economic licence". The sentence continues: "establish commercial companies with 100 per cent or less ownership and practise these activities in the emirate of Abu Dhabi."
For Dubai, the same page states that "100 per cent foreign ownership is available for more than 1,000 commercial and industrial activities", "excluding economic activities with a strategic impact, which relate to seven sectors."
Neither sentence tells you whether your own activity is on the list. Check it with ADRA, and take ownership questions that turn on the law to a licensed legal adviser.
The published fee lines, as TAMM shows them
The two TAMM service pages read in a browser on 20 September 2026 itemise these lines. Labels are TAMM's; amounts are as displayed, with the dirham sign written as AED. They are not totals and exclude any provider's service fee.
| Fee line label (TAMM) | "Issue Economic Licence - Commercial" | "Issue Economic Licence - Tajer Abu Dhabi" |
|---|---|---|
| "Organizational Entities Fee" | AED 790.00 | AED 790.00 |
| "Registration Fee in the Economic Register" | AED 10.00 | AED 10.00 |
| "Request for Establishment Card from the Federal Authority for Identity and Citizenship fees" | AED 315.00 | AED 315.00 |
| "Abu Dhabi Chamber Fees range from 150 to 2,200 AED depending on the category" | AED 0.00 as shown | Not listed |
| "Abu Dhabi Chamber Membership Fee" | Not listed | AED 300.00 |
| "Commercial Licence Issuance Fees" | AED 10.00 | AED 10.00 |
| "Sole proprietorship Establishment Fees" | Not listed | AED 0.00 |
| "Establishment Contract Notarization fees - Companies" | AED 50.00 | AED 0.00 |
| "Social Contributions" | AED 1,500.00 | AED 0.00 |
| "Ministry of Economy Fees" | AED 2,500.00 | AED 0.00 |
| "An additional amount of 100 each is calculated after 6 activities" | AED 0.00 as shown | AED 0.00 as shown |
ADRA's product pages present costs differently, as a "basic cost" or a range. We did not find a page stating whether TAMM's "Commercial" service and ADRA's "Standard Economic Licence" are the same product, so do not combine their figures. Confirm the lines for your application on TAMM before you pay.
The Dubai lines for comparison. For the Dubai REST app or website, Dubai Land Department's Ejari page lists "AED 100 for registering a tenancy contract", an "AED 10 knowledge fee" and an "AED 10 innovation fee". It adds a "service partner fee of AED 55 plus a value-added tax (VAT) on the service partner fee of AED 2.75." GDRFA Dubai's establishment card page for private companies shows "Fee for issuing an establishment card: AED200 Plus VAT (5%)" and also "Note: The issuance or renewal fee is AED100 per year." The page does not reconcile them; confirm with GDRFA Dubai.
Keep three kinds of cost apart: government charges, third-party charges such as a service partner fee, and any provider's own service fee.
Fees checked on 20 September 2026.
Immigration file and residence: confirm the authority
In Dubai, GDRFA Dubai issues the establishment card, the company's immigration file. In Abu Dhabi, both TAMM licence pages include a cost line labelled "Request for Establishment Card from the Federal Authority for Identity and Citizenship fees". The Dubai card is explained in the guide to the establishment card and immigration file.
For residence, u.ae's Green visa page links "Abu Dhabi Green visa" to the Abu Dhabi Residents Office and "Issuance of Green visa" to GDRFA Dubai. We did not find a page that names the residence authority for all Abu Dhabi companies. Ask the authority that issued your establishment card where your employees' residence applications go.

Practical asset: the Abu Dhabi versus Dubai mainland decision matrix and pre-choice question list. Fill in the right-hand column with what the authority tells you, and date each answer. | Point | Abu Dhabi mainland (as published) | Dubai mainland (as published) | Your confirmed answer and date | |---|---|---|---| | Licensing authority | ADDED, listed by u.ae among licensing authorities | "Department of Economy and Tourism - Dubai", listed by u.ae | ____ | | Registry | ADRA: "the central business registry for Abu Dhabi" | Licence search on Invest in Dubai, by licence number or DUL number | ____ | | Portal | TAMM: "apply for the licenses you need through our eServices on TAMM" (ADDED) | Invest in Dubai, linked by u.ae for "Request to issue a trade licence" | ____ | | Licence without an office | Tajer Abu Dhabi: "without an official establishment site, valid for 3 years" (TAMM); Virtual and Freelancer: run the business from home (ADRA) | Not reviewed for this article | ____ | | Premises for a standard licence | Standard Economic Licence: office lease required, "optional in the first year for some economic activities" (ADRA); TAMM commercial service lists "Approved lease contract" | Ask the Department of Economy and Tourism | ____ | | Lease registration | Tawtheeq (u.ae); TAMM, the smart platform or service centres (Al Ain City Municipality) | Ejari with Dubai Land Department | ____ | | Establishment card fee line | TAMM: "Request for Establishment Card from the Federal Authority for Identity and Citizenship fees", AED 315.00 | GDRFA Dubai: "AED200 Plus VAT (5%)" and "AED100 per year" (both on one page) | ____ | | Foreign ownership | u.ae: 1,105 activities listed by ADDED | u.ae: "more than 1,000 commercial and industrial activities" | ____ | Eight questions to answer before you choose the emirate 1. Does the client require an Abu Dhabi licence? Ask for it in writing. 2. Is your activity among the 1,105 activities u.ae attributes to ADDED? Confirm with ADRA. 3. Do you need an office in the first year? For the Standard licence, ask ADRA whether the lease is optional for your activity. 4. Does a no-office product fit your ownership? ADRA and ADDED word Tajer and Freelancer eligibility differently. 5. Which legal form does the product allow, and does it suit a Dubai parent? 6. Which additional approvals does the activity need, for example from the Abu Dhabi Municipality? 7. Which TAMM fee lines apply to you? Write each line and amount as shown. 8. Who signs in with UAE PASS, and who registers the real beneficiary details?
Who decides, what you prepare, what a provider can do
What the authority decides. ADDED and ADRA decide whether an Abu Dhabi economic licence is issued, and for which activities. Other entities named on ADDED's page decide their own approvals. In Dubai, the Department of Economy and Tourism decides on the licence. No provider decides any of these.
What the company or founder prepares. The activity and legal form, a trade name, a memorandum of association and a lease where the product requires them, the partners' identity documents, a UAE PASS login and the real beneficiary details.
What a provider can do. A provider, within its licensed activity, can help assemble the documents, submit them through the channel the authority names and track progress. It cannot change eligibility, fee lines or timing.
ADDED and ADRA, not any provider, decide each Abu Dhabi licence application.

If you are planning an Abu Dhabi mainland licence alongside your Dubai company, contact RINJAZ to confirm availability, scope and quotation. RINJAZ is a privately licensed UAE service provider. It is not a government entity and does not act for any authority.
A provider's role, within whatever its licensed activity covers, is to prepare documents, submit them through the correct channel and track progress. ADDED and ADRA decide each Abu Dhabi licence application, and no provider can promise the outcome.
