Tasheel, and Why You May Not Need to Go

What Tasheel centres are, which MOHRE service cards list the website and app as channels, the 72 dirham centre commission cap and when a visit may still apply.

Editorial photograph illustrating Tasheel, and Why You May Not Need to Go in the UAE

Someone has told you to "go to Tasheel" to finish a work permit, sign a contract or cancel a permit. Before anyone takes a morning off to queue, check whether the same MOHRE service lists an online channel.

Tasheel centres are service centres for the Ministry of Human Resources and Emiratisation (MOHRE). MOHRE's Tasheel page states: "TAS-HEEL service centers represent the partnership between the government and the private sector." On the eight MOHRE service cards we sampled on 20 September 2026, the website and the mobile app appear as channels next to the service centre. Five of those cards state that the service is free through the website and app apart from government fees, and that the business centre commission is capped at 72 dirhams.

For the wider picture of company transactions, see the overview of PRO services in Dubai and the authorities behind them. This article explains what Tasheel is, what the channel lists on MOHRE's service cards say, where an in-person step still appears, and how to decide between the app, the website and a centre. MOHRE's website was intermittent on 20 September 2026, so the readings below are dated to that day.

What Tasheel is, in MOHRE's words

MOHRE's page titled "TASHEEL" gives three statements that define the centres:

  • "TAS-HEEL service centers represent the partnership between the government and the private sector."
  • "They provide services of the Ministry of Human Resources & Emiratisation (MOHRE) according to the guidelines set by the ministry with the aim to provide outstanding governmental services."
  • "The centers operate under the management and supervision of the ministry."

The same page names its customers as "Employers" and "Workers" and states: "TAS'HEEL centers are available across all Emirates of UAE." It lists hours of "Saturday to Thursday (8:00 AM to 8:00 PM)". The page shows no date, so confirm a centre's hours with that centre before you go.

In short, MOHRE describes a Tasheel centre as a public and private sector partnership that provides MOHRE services under the ministry's supervision. MOHRE, not the centre, decides the application.

"Tasheel" can also mean a website

The word appears in two places, and search results mix them up.

  1. The centres. Physical service centres, described above.
  2. MOHRE's e-services portal. MOHRE's e-services site sits at eservices.mohre.gov.ae/tasheelweb. MOHRE's FAQ page refers to "MOHRE website (Tasheel Services)" and to "E-Services (smart Tasheel)".

So "apply through Tasheel" can mean a counter or a login. Ask which one is meant before you plan a visit.

The portal's own announcements set a condition for one online service. An announcement dated 28/02/2021 for the "Establishment Service" states: "This service requires having the eSignature cards for all the authorized signatories. Also, it requires the service applicant to be related to the establishment, ie an owner, authorized signatory or PRO."

"Business centres" on the current service cards

The current MOHRE service cards use a different term. The overseas work permit card refers to "Business Centers", and the electronic signature card refers to "the business service center". We did not find a MOHRE page stating how these terms relate to the name Tasheel on the MOHRE pages reviewed on 20 September 2026. Treat the commission lines below as applying to the centres each card names, and ask MOHRE if the distinction matters to you.

What MOHRE's service cards list as channels

Each of the eight MOHRE service cards we sampled has a "Service channels" section. The lists differ from service to service, so check the card for your own transaction rather than assuming one rule for all MOHRE services.

MOHRE service card (read 20 September 2026)Channels listedFee wording captured
Issuance of a New Work Permit - Overseas"Website," "Service Center," and "Mobile Application.""Except for federal fees, the service is free of charge via MOHRE's website and smart app."

Issuance of Electronic Signature Cards"Service Center", "Website", "Mobile Application", "Tawseel""AED 72 request typing fees from the business service center"

The "Work Permit Quotas For Establishments" card was read in a browser on 20 September 2026. The "Issuance/Renewal of Employment Contracts" card loaded through a server-side reading on 20 September 2026 but showed a maintenance page in a browser the same day.

The labour complaint service for private sector employees is different. Its card states: "Submit an application using one of the service delivery channels by entering the employee's personal information". It did not return a numbered channel list when read on 20 September 2026. It says applicants can follow up "by visiting the MOHRE inquiry services at www.mohre.gov.ae, MOHRE smart app, call 046659999". MOHRE's FAQ and its e-services portal give 600590000 as a contact number. The two numbers may be different lines; ask MOHRE which one handles your case.

Tawseel: the centre that comes to you

Four cards in the sample list "Tawseel" as a channel. MOHRE's "Approved Services Centers" page describes it: "Conveniently, its services are also provided through Tawseel, a service delivery channel provided to the elderly, pregnant women and People of Determination, where dedicated vehicles fitted with the necessary equipment of a MOHRE-approved service center deliver services to their doorstep."

Other routes the UAE Government Portal names

The UAE Government Portal (u.ae) states: "You can also get MoHRE's services through the WhatsApp number 600590000 and via the MoHRE app on Google Play and App Store." We did not find a consolidated MOHRE list of which services are online-only and which are centre-only on the pages reviewed on 20 September 2026.

Where an in-person step still appears

The channel lists on the cards do not say where each step takes place. Some documents on them involve a person signing, and two official pages describe bundles built around fewer visits.

Signatures. The employment contract card lists as a document: "Employment contract approved by the Ministry, signed by both the employer and employee". The cancellation card requires: "Employee's signature indicating their agreement to cancellation, and acknowledging receipt of all labor dues." The cancellation card also lists exceptions to that signature requirement, so read them on the card. Neither card, as read on 20 September 2026, states where or how the signature is given. If your employee cannot use the app, ask MOHRE or the centre how the signature is collected. For how the offer and contract fit together, see the guide to the employment contract and offer letter under MOHRE.

Bundled onboarding. A MOHRE news item dated 11 June 2024 on the Work Bundle states that it "reduces the number of visits customers are required to make to service centres from seven to just two, significantly decreasing the processing time from 30 business days to just five." It names the platform "www.workinuae.ae" and lists "services for onboarding new employees, such as issuing a new work permit, requesting a status adjustment, issuing a visa and employment contract, Emirates ID, residency, and medical examination services." That is a 2024 announcement; check the platform for the current position.

A one-visit bundle in Dubai. The u.ae page on Tawtheef, updated 27 April 2026, states: "Services 1 centre in Dubai has created a bundled service titled Tawtheef which will enable companies to complete all services related to hiring and employment in one visit only." It adds: "Employers will be able to receive the deliverables within 8-12 days. They can track their application through the MoHRE's website." That page describes one named centre in Dubai; we did not review equivalent bundles at other centres.

Orientation. MOHRE's Tawjeeh page states: "The centers aim to provide orientation and raise awareness of Labor Law among employers and employees". A MOHRE news item dated 7 December 2019 reported that an official "stressed the importance" of workers' contracts being "delivered and signed at the 'TAWJEEH' centers". We did not find a current rule that a worker must attend Tawjeeh, or that a contract must be signed in person, on the Tawjeeh page or the contract, modification and cancellation cards reviewed on 20 September 2026.

The full employer sequence for a new hire is covered in the employer's step-by-step employment visa process, and the permit itself in the explainer on work permits and labour cards.

Tasheel is not Amer, Tawjeeh, Tadbeer or Tahseel

Five similar names cover different authorities and services. Going to the wrong one costs a trip.

NameWhose servicesWhat the official page says
TasheelMOHRE"The centers operate under the management and supervision of the ministry."
TawjeehMOHRE"TAWJEEH centers are licensed by the Ministry of Human Resources & Emiratisation (MoHRE) to provide the governmental services." They "provide services involving work contracts, certificates, and permits issuing and delivery."
TadbeerMOHRE, domestic workers"TAD-BEER service centers are licensed by the Ministry of Human Resources & Emiratisation (MOHRE)." A MOHRE franchise page describes services "related to recruiting foreign domestic workers according to the rules and regulations stipulated by the Ministry."
AmerGDRFA DubaiGDRFA Dubai's page for investors describes an "'Amer Center' that provides GDRFA services". A 2020 GDRFA Dubai news item says Amer "allows residents to complete all visa and residency transactions under a single roof".
TahseelSharjah Finance DepartmentDescribed in a Sharjah Finance Department news item as "a comprehensive platform for processing digital financial payments in real time", with payments to the "Sharjah Government".

Three points follow from the table.

  • Residency and visa steps. GDRFA Dubai's pages describe Amer centres as providing GDRFA services, including visa and residency transactions. A planned RINJAZ article covers Amer.
  • Tahseel is a payment service. The Sharjah Finance Department's "Tahseel Card Issuance" service states: "This request is to issue a Tahseel Card to applicant company". Its condition reads: "Applicant should be a company with a valid Trade License". The site tahseel.gov.ae could not be reached on 20 September 2026, so this description rests on the Sharjah Finance Department's own pages.
  • A Tasheel name on GDRFA Dubai's website. GDRFA Dubai's site carries a listing titled "TASHEEL GOVERNMENT SERVICES", for "Tasheel | تسهيل - OnTime Government Services" in "Bur Dubai - Oud Metha". That page does not say whether the centre is an Amer centre or a MOHRE-approved centre. Ask the centre which authority's services it provides.

Fees: what the government charges and what a centre may add

Keep three kinds of cost apart: government fees, a centre's commission, and any provider's own service fee. The MOHRE cards quote the first two. None of them sets a provider's fee.

Government fees, as the cards show them.

  • Overseas work permit card: "Federal Fees - Work Permit Application - Category (1),(2),(3): 50" and "Issuance of work permit for two years - Category (3): 3450".
  • Temporary work permit card: "Federal fees of 50 dirhams".
  • Establishment card service card: "Ta'qeem fees: 406 dirhams" and "The service is provided free of charge through MOHRE website and App. (only government fees are applicable)".
  • Electronic signature card: "AED 40 card issuance fees".

The centre's commission. The overseas work permit card states: "The commission for Business Centers is capped at 72 dirhams per service provided as part of the permit package (which includes printing job offer, employment contracts, and permit applications)". The cancellation and establishment card service cards add that "fees shown above do not include tax and collection charges."

Another scheme offered at centres. The official ILOE unemployment insurance platform lists "ILOE Portal" and "ILOE Mobile App" under "Direct Channels / Free of charge-without any additional cost". It lists "Business Centers / Tawjeeh & Tasheel" under "Other Channels / Subject to Additional Service charge upon Subscription". Employer duties under the scheme are covered in the employer guide to unemployment insurance (ILOE).

Fees checked on 20 September 2026.

An older MOHRE page that differs from the current cards

One MOHRE page that still loads gives different information from the current service cards. We have not resolved the difference.

Job offer printing charges. MOHRE's older "Issue work offer" page lists "Fees for service delivery via the service centers "Tasheel" 100 AED Fees for the service channel". It lists 50 AED for "the electronic and smart systems channels, the service booth, and the service car "Tawseel"". It also mentions an "E-dirham" fee. The current overseas work permit card instead caps the business centre commission at 72 dirhams "per service provided as part of the permit package (which includes printing job offer, employment contracts, and permit applications)". Treat the older page as out of date only once MOHRE confirms it; ask MOHRE which charge applies.

Practical asset: the MOHRE route table and seven-question checklist. Fill in the last column for your own transaction, from the card as it reads on the day you apply. | Transaction | Website | App | Service centre | Tawseel | Fee note on the card | Our route and date checked | |---|---|---|---|---|---|---| | New work permit, overseas | Listed | Listed | Listed | Not listed | Free via website and app except federal fees; centre commission capped at 72 dirhams | ____ | | Temporary work permit | Listed | Listed | Listed | Not listed | Centre commission capped at 72 dirhams; federal fees 50 dirhams | ____ | | Issue or renew employment contract | Listed | Listed | Listed | Not listed | Read the card | ____ | | Modify work permit or contract | Listed | Listed | Listed | Listed | Read the card | ____ | | Cancel work permit and contract | Listed | Listed | Listed | Listed | Free via website and app; centre commission capped at 72 dirhams | ____ | | Establishment card (MOHRE) | Listed | Listed | Listed | Not listed | Ta'qeem 406 dirhams; centre commission maximum AED72 | ____ | | Work permit quotas | Listed | Listed | Listed | Listed | Ta'qeem 406 dirhams; centre commission maximum Dhs.72 | ____ | | Electronic signature card | Listed | Listed | Listed | Listed | Card fee AED 40; AED 72 typing fee at a centre | ____ | Seven questions before you book a centre 1. Does the card for this exact service list "Website" or "Mobile Application"? [yes / no] 2. Do all authorised signatories hold an eSignature card? The portal's 2021 announcement for its Establishment Service requires them. 3. For the portal's Establishment Service, is the person applying an owner, authorised signatory or PRO of the establishment, as the same 2021 announcement requires? 4. Does the transaction need the employee's signature, and can the employee give it through the channel you chose? 5. Is the employee elderly, pregnant or a person of determination, so that Tawseel may be an option? 6. Is this part of a new hire that a bundle such as the Work Bundle covers? 7. If you use a centre: has it shown the government fee and its commission as separate lines?

If the answers point to a centre, the card still governs the documents. A centre can prepare and submit the application; MOHRE decides it. Choosing and checking a centre or a PRO provider is covered in the guide to choosing a PRO services company, and the wider role of document clearing firms in the explainer on document clearing services in Dubai.

How the MOHRE establishment card relates to the company's immigration file with GDRFA Dubai or ICP is explained in the guide to the establishment card and the company immigration file.

Two worked examples

An HR officer renewing a contract. The "Issuance/Renewal of Employment Contracts" card lists the website, the service centre and the mobile app. Before sending the employee to a centre, check whether the online service you plan to use requires eSignature cards for the signatories, and whether the employee can sign through the chosen channel. The card sets the documents whichever channel you use.

An employee told to cancel at Tasheel. The cancellation card lists four channels, including Tawseel, and requires the employee's signature acknowledging "receipt of all labor dues". Read the card's exceptions first. Then ask the employer which channel it will use, and which step needs you.

Who decides, what you prepare, what a provider can do

What the authority decides. MOHRE decides work permit, contract, cancellation and establishment card applications, whichever channel carries them. A Tasheel centre operates "under the management and supervision of the ministry" and does not decide them.

What the company or person prepares. The documents the card lists, the employee's signature where the card requires it, and a note of the card's fee lines on the day you apply. Add eSignature cards for the authorised signatories where the online service requires them, as the portal's 2021 Establishment Service announcement does.

What a provider can do. A provider, including a centre, can prepare and submit the application through a channel the card names and track progress, within whatever its licence covers. It cannot change the card's requirements or MOHRE's decision.

If you are planning a MOHRE transaction, contact RINJAZ to confirm availability, scope and quotation. RINJAZ is a privately licensed UAE service provider. It is not a government entity and does not act for any authority.

A provider's role, within whatever its licensed activity covers, is to prepare documents, submit them through the correct channel and track progress. MOHRE decides each application, and no provider can promise the outcome.
