A new hire's file moves through three kinds of body: the labour ministry, the immigration authority and a medical fitness centre. Each publishes its own steps. The employer's risk sits at the joins, where one step needs the output of another and nobody is watching the clock between them.
This is the sequence in the order an employer runs it. It sits under the wider map of PRO transactions and the authorities behind them.
Eligibility is determined by the relevant UAE authority. This article describes published requirements and is not immigration advice.
The official order, in one sentence
The UAE Government Portal summarises it: "The employment process in the private sector involves receiving a formal job offer, signing the employment contract, receiving the work permit and then, receiving the work visa."
Everything below expands that sentence and adds the steps that sit around it.
Stage 0: the company's own files
Before an individual hire can start, the company must be able to hire at all. Two files matter.
The MOHRE establishment file. MOHRE's service for recruiting a worker from overseas lists three conditions on the establishment: "The establishment must have an electronic quota available", "The establishment must maintain a valid license without any registered violations", and "The Work Permit application must be submitted by the authorized signatory of the establishment".
The immigration establishment card. ICP publishes an establishment card service for the immigration side, and states that the application for initial approval and establishment card issuance must be "submitted exclusively through the authorized service providers".
For a first hire, the MOHRE conditions are the first steps of the file. Confirm with ICP or, in Dubai, GDRFA at what point your immigration establishment card must be in place. The establishment card and immigration file will be covered in a separate article in this series.
Stage 1: the job offer
MOHRE's document list for a new work permit includes "The official job offer form issued by the Ministry, signed by both the employer and employee".
The UAE Government Portal adds three points:
- "The employer must sign the job offer electronically and send it to the worker."
- The offer is issued in Arabic, English and a third language the worker understands.
- "The signed job offer must be attached to the application for initial work permit approval".
Treat the offer as a controlled document, and keep the contract you register later consistent with it. How the offer and the MOHRE contract relate will have its own article in this series.
Stage 2: the work permit application to MOHRE
MOHRE publishes the procedure in six steps:
- "Log in with your username and password or use UAE Pass. (for online/ smart channels only)"
- "Submit an application through one of the service delivery channels."
- "The application will be referred to the Ministry for verification of compliance with the requirements and documents."
- "Shortfalls will be reported to the establishment for completion"
- "Upon completion of all requirements and documents, permits will be issued."
- "Payment of Federal fees, bank guarantee or insurance upon approval."
Two worker conditions are published on the same page: "The Employee must be 18 years of age or older" and "Candidate for employment may not possess an active work permit".
Answer step 4 quickly. A shortfall notice is not a rejection, but your planned start date does not move while it sits unanswered. We did not find a published service completion time for this MOHRE service on the service page reviewed on 18 September 2026.
MOHRE's published step 1 allows the login to be made with UAE PASS. If the company's only login is one person's UAE PASS, plan for what happens to that access when the person leaves. The UAE PASS access guide explains how to plan for that.
If the candidate's degree was issued outside the UAE, the UAE Government Portal states that "degree certificates obtained from outside the UAE need to be attested". Start that early, because it runs through the issuing country. The attestation chain is explained here.
Stage 3: entry permit or status change
Once the work permit is issued, the immigration side begins. There are two routes.
The candidate is outside the UAE. In Dubai, GDRFA issues a work entry permit. Its service page states that the holder may "remain in the country for (60) sixty days from the date of entry until the completion of the requirements for obtaining residency". GDRFA publishes a processing time of 48 hours for this service.
The candidate is already in the UAE. The file moves through a status change rather than a fresh entry, with additional in-country charges on the GDRFA service card.
ICP, the federal immigration authority, publishes the same time limit on its residence service: "the foreigner's stay in the UAE does not exceed sixty (60) days from the date of entry for the purpose of completing the residency" procedures.
This 60-day window is the dependency that matters most. For a candidate who enters on a work entry permit, every remaining stage, from the medical to the residence permit, has to fit inside it. ICP publishes a fine of AED 50 for each day of overstay after an entry permit has expired or been cancelled.
Stage 4: the employment contract
The contract has its own deadline, and it starts at a different moment. The UAE Government Portal states: "The contract must be submitted to MoHRE within 14 days of the employee's arrival in the UAE or from the date of the status change if the worker is already in the country."
So on the day the employee lands, two clocks are running: 14 days for the contract and 60 days for residency. Diary both on arrival day, not later.
Stage 5: medical fitness
The UAE Government Portal states: "A residence visa requires applicants who are 18 and above to undergo a medical test to prove that they are medically fit."
In Dubai, the Government of Dubai portal states that the tests are conducted "by medical fitness centers managed by Dubai Health" and that results "are typically available within 24 hours". We did not find a published fee for the medical fitness test on the official pages reviewed on 18 September 2026, which is why it appears as an open line in the employee visa cost breakdown rather than as a figure.
Stage 6: health insurance
This is a precondition, not an afterthought. The UAE Government Portal states that from 1 January 2025 "employers are required to purchase health insurance policy as a prerequisite for applying for the issuance or renewal of residency permits of private sector employees and domestic workers". ICP lists "Valid health insurance" among the requirements on its residence service.
Buy the policy before you apply for the residence permit, not after.
Stage 7: residence permit and Emirates ID
ICP describes the residence service as enabling "the issuance of a new residence permit linked to an Emirates ID card application". It publishes a service completion duration of 2 days.
Residence is no longer shown by a passport sticker. ICP announced "the suspension of the issuance of the residence sticker for foreigners residing in the UAE as of April 11, 2022", adding that the Emirates ID card "will serve as an alternative to prove his residence".
On the Emirates ID side, ICP states that "Individuals who have completed 15 years of age are required to complete the fingerprint and signature procedures", and that biometrics must be completed within the set period to avoid cancellation. For a resident's first card, ICP's New Identity Card Issuance service lists "Fees for issuing a new Identity Card for residents, per year of residence - 100 AED" and "Smart Service Fees - 100 AED".
The Work Bundle, where it applies
The UAE Government Portal describes the Work Bundle as a platform that "enables employers to onboard new employees and access a wide range of services, including the issuance, renewal, and cancellation of work permits and residency visas, as well as medical examination and fingerprinting services required for Emirates ID issuance".
It states that the number of steps "has been cut from 15 (requiring 16 documents) to just 5 steps (requiring only 5 documents)", and that in-person visits dropped from 7 to 2, "reducing processing time from 30 working days to just 5 working days".
The UAE Government Portal describes the bundle as consolidating services. It does not name the five steps on the page reviewed on 18 September 2026, so check on the Work in UAE portal whether the bundle is available for your emirate and your case, and which of the stages above still apply.
Practical asset: the dependency flowchart. Read each numbered line as "cannot start until the line above is complete", with two exceptions: 4a and 4b are alternative routes, and line 5 runs on its own 14-day clock alongside lines 6 and 7. The insurance in line 6 must be in place before line 7. (0) MOHRE establishment file active: electronic quota available, licence valid, authorised signatory ready. Side note: confirm with ICP or GDRFA when the immigration establishment card must be in place. (1) Job offer on the MOHRE form, signed electronically by the employer, signed by the candidate. (2) Work permit application submitted with the signed offer attached; shortfalls answered. (3) Work permit issued, fees paid. (4a) Candidate outside the UAE: entry permit issued. Day of arrival: start two clocks. Contract to MOHRE within 14 days. Residency completed within 60 days of entry. (4b) Candidate inside the UAE: status change started. Day of status change: contract to MOHRE within 14 days; check the status change service card for any residency time limit. (5) Contract submitted to MOHRE, inside its 14 days. (6) Health insurance policy in place before the residence application; medical fitness test completed, as the residence visa requires. (7) Residence permit and Emirates ID application; biometrics for anyone aged 15 or over, within the period ICP sets. (8) Emirates ID received, employee file closed. Mark the two time limits in red on your own copy: 14 days for the contract, and 60 days for residency after entry. They are the only published limits we found, on the pages reviewed on 18 September 2026, that run from the employee's arrival while the file moves.
When the process runs the other way
Several of these steps have a counterpart at the end of employment, and some carry their own deadlines. Offboarding is covered separately, and it is worth reading before the first hire rather than after the first departure.
If you are budgeting the move as well as the paperwork, the household cost framework for Dubai helps a new hire plan the first months. For the residence route itself, and how it compares with the other routes a new employee's family might use, see the guide to UAE residence visa types.

Outsource your onboarding files. Send us the number of hires you expect, the emirate, and whether candidates are usually inside or outside the UAE, and ask us for a written per-file or retainer quotation that shows government charges, third-party costs and our service fee in separate lines. If you are comparing us with other providers, use the due-diligence checklist on us too.
MOHRE decides the work permit. GDRFA or ICP decides the entry permit and the residence permit. A service provider's role, within whatever its licensed activity covers, is to prepare each file, submit it through the correct channel, coordinate the stages and track the deadlines. It cannot shorten a published processing time or change a decision that belongs to the authority.
