Which Trade Licence Do You Actually Need?

The UAE's published trade licence types, federal, Dubai and Abu Dhabi, with the official definitions and a method to match your activity to the right one.

You describe your business in your own words. The licensing authority describes it in a classification of activities. The work is translating one into the other without guessing.

This article covers categories only. For the full sequence of setup decisions, start with the Dubai setup overview. For what each category costs, see the line-by-line licence cost breakdown.

Three lists, not one

The phrase "trade licence types" produces different answers depending on which authority you ask. The UAE Government Portal sets out three lists on the same page.

AuthorityNumber of licence typesTypes as published
Ministry of Economy and Tourism, as listed on the UAE Government PortalSixindustrial, commercial, professional, tourism, agricultural and crafts
Abu DhabiSevenAbu Dhabi trader licence, dual licence, freelancer licence, Mobdea licence, small producers licence, standard licence, virtual licence
DubaiEightindustrial licence, commercial licence, professional licence, eTrader licence, dual licence, instant licence, SME licence, Intelaq licence

The Ministry of Economy and Tourism's own page, updated 16 September 2026, lists the same six federal types.

The lists overlap but they are not the same list. Three of Dubai's types match the activity definitions below: commercial, professional and industrial. The other five, eTrader, dual, instant, SME and Intelaq, are named without an official definition on the pages we reviewed on 18 September 2026, except eTrader, which is described below.

The three core categories, in the authority's own words

Dubai Economy and Tourism's FAQ defines the three core activity categories.

Commercial. "Commercial activities are the activities that require a capital to be practiced. They include wholesale and retail trade, construction, transportation, stockpiling, communication, financial intermediation, real estate, and leasing."

Industrial. "Industrial activities are the activities that require a capital to be practiced. They include manufacturing, mining, quarrying, electricity, gas, and water."

Professional. "Professional activities are the activities that depend on mental and physical effort to be practiced. They include agriculture, fishing, education, health, social work, and community, social and personal services."

Notice the dividing line. Commercial and industrial activities are defined by needing capital. Professional activities are defined by depending on mental and physical effort. That distinction is more useful than the category names, because it is the question the definitions actually ask.

The same FAQ page contains a statement about partners and service agents for each category. It is undated, and federal ownership rules were amended by Federal Decree-Law No. 26 of 2020. We have not reproduced it here. How ownership works today is covered in the setup overview linked above, and should be confirmed with the licensing authority for your activity.

The other Dubai licence types, and what is published about them

eTrader. The UAE Government Portal describes the eTrader licence as allowing "UAE nationals and GCC nationals residing in Dubai to practise business activities through various social media networks". It is "registered under the name of a single owner only", and holders "cannot open a shop or issue visas".

Instant, SME, Intelaq and dual. Dubai lists all four. We did not find an official definition of the instant, SME, Intelaq or dual licence on the Dubai Economy and Tourism pages, the Invest in Dubai service pages or the UAE Government Portal pages reviewed on 18 September 2026. Several of the Invest in Dubai service pages load their content dynamically and could not be read in full on that date. Ask the authority which licence type applies before you rely on a third party's description of any of them.

Free zones license separately

Everything above is mainland licensing. A company licensed in a free zone holds a licence from that free zone authority. The UAE Government Portal states that free zone companies "operate under a different legal framework than mainland businesses", so check the free zone authority's own licence categories and activity list rather than assuming they match the mainland lists. The UAE Government Portal notes that a free zone can register several entity types but that "All free zones might not register all types of companies". Choosing between an emirate and a free zone is a separate decision, with its own framework.

Activities come before categories

A licence category is a container. What the authority actually licenses is one or more activities from its classification. The UAE Government Portal and the Ministry of Economy and Tourism both refer to more than 2,000 business activities.

So the practical question is not "which licence type am I?" It is "which activities describe what I do, and what category do those activities sit in?"

Dubai publishes an activity search. The current tool on Invest in Dubai is headed "Search Business Activities" and includes a filter labelled "Show only foreign ownership". Dubai Economy and Tourism's legacy help page for the same enquiry states that users can search "either by activity name or symbol", and that results show the activity code, its group, the licence type and a brief description.

Two points from the official material matter when you read those results.

The search does not list external approvals. The legacy help page shows code, group, licence type and description. It does not show which other authority must approve the activity. Dubai Economy and Tourism's licence issuance service states that a licence is issued "after obtaining the external approval and registering the lease". So an activity may be available to you in principle and still need another authority's approval.

Activities on one licence should belong together. The FAQ gives the example of "computer maintenance and computer trade despite the difference in their groups". Related activities can sit on one licence even across groups. Unrelated ones may not, and the authority decides.

We did not find a published version number or date for the Dubai activity classification on the activity search or the FAQ reviewed on 18 September 2026. The FAQ refers to an "activity classification guidebook" without dating it. That is why the method below ends with the authority, not with a search result.

Where the choice goes wrong

These are editorial cautions, not findings about any authority.

  • Choosing by name, not definition. A consultancy that sells equipment it sources is doing two things. The definitions above treat trading and professional services differently.
  • Choosing for today only. A business that expects to add a product line should check now whether the related activities can sit together. Adding or changing activities later is possible, and is an amendment with its own process and fees.
  • Ignoring external approvals. Some activities need another authority's approval, and the activity search does not show which. Find out before you sign a lease.
  • Assuming the free zone list matches the mainland list. It may not.
Practical asset: the activity-to-licence mapping table. Complete one row for each thing your business does. Column 1: what you do, in one plain sentence ("we import and sell coffee machines to cafés"). Column 2: which published definition it resembles: capital-based trade or construction (commercial), capital-based manufacturing (industrial), or effort-based services (professional). Column 3: the activity name and code you found on the official activity search. Column 4: the licence type the search shows for that activity. Column 5: whether any external approval applies, confirmed with the authority, not assumed. Column 6: whether it can sit on the same licence as your other rows. When every row is complete, take the table to the licensing authority and ask it to confirm the activities and category. The table organises your question. The authority answers it.
What the business does (example)Definition it resemblesWhat to confirm with the authority
Buys and resells goodsCommercial: wholesale and retail tradeActivity code; whether any product needs another authority's approval
Makes or assembles productsIndustrial: manufacturingActivity code; whether any external approval applies
Sells expertise or a personal serviceProfessional: effort-based servicesActivity code; whether the profession has its own regulator
Offers tourism servicesTourism licensing, which Dubai Economy and Tourism lists as a separate areaWhich tourism activity and approval applies

The middle column is a starting point for your own research. It is not a classification. Only the authority classifies an activity.

Questions to put to the licensing authority

This list is ours. Take it with your completed mapping table.

  1. Are these the correct activities for what the business does?
  2. Which licence type do those activities produce?
  3. Can all of them sit on one licence, or do any need a separate licence or a separate entity?
  4. Does any activity need approval from another authority, and which one?
  5. Does any activity carry an additional published fee?
  6. Are any of the activities restricted in ownership, and does the "Show only foreign ownership" filter on the activity search reflect your case?
  7. If the business adds a related activity later, what is the process?

Ask for the answers in writing, or keep a dated note of who you spoke to. Either is better than a recollection when you come to renew.

After the licence is issued

A licence category is not permanent. Businesses change, and the licence should follow. Renewal is a natural moment to review your activities against what the business now does.

Information verified against official sources on 18 September 2026.

Have your activities checked before you apply. Send us a one-paragraph description of what your business does, and what you expect it to do in the next two years. If you send it, we can prepare a mapping table in the format above, with the activity names shown on the official search, and the questions to put to the licensing authority. The authority confirms the activities and the category. We do not.

One boundary applies throughout. The licensing authority, whether Dubai Economy and Tourism, another emirate's economic department or a free zone authority, decides which activities a business may hold and which licence it is issued. A service provider's role, within whatever its licensed activity covers, is to prepare the application, submit it, coordinate any external approvals and track it.
