When an Employee Sponsors Their Family: HR's Part

PRO services for a family visa in Dubai, from the HR side: who sponsors, which company documents GDRFA and ICP name, and how tasks split with the employee.

Editorial photograph illustrating When an Employee Sponsors Their Family: HR's Part in the UAE

An employee asks whether the company can sponsor their spouse and children. Someone in HR now has to answer, and then produce paperwork for a process the company does not own.

On the official pages we reviewed, the employee is the sponsor. HR's part is narrower and more concrete: issuing accurate company documents, keeping them consistent with payroll, and planning around the employee's own visa. This article sets out that split, with a responsibility table and an intake checklist you can use on the next request. For the wider picture of government transactions and the authorities behind them, start with the PRO services map.

Eligibility is determined by the relevant UAE authority. This article describes published requirements and is not immigration advice.

Who the sponsor is

ICP's family residence service names "The foreign national (sponsor/head of the family)" and states that this person "must hold a valid residence permit in the UAE." The same ICP page states: "The foreign sponsor (resident in the UAE) may bring in his/her spouse, unmarried daughters, sons under 25 years old, and children with special needs."

The UAE Government Portal states: "Both, employers and employees with valid UAE residence visas can sponsor residence visas for their families." It does not say that a company can sponsor an employee's family.

We did not find a statement that a company sponsors an employee's family on the pages reviewed on 20 September 2026. Those pages were the UAE Government Portal family residence page and its sponsorship requirements tab, GDRFA Dubai's family entry permit, family residence and sponsor file service cards, the GDRFA Dubai FAQ and ICP's family residence service page. On those pages, the employee sponsors. The company appears as the source of some supporting documents and, in ICP's income condition, as a possible provider of housing.

If an employee holds a different kind of residence, the route may differ. The UAE residence visa types hub sorts the published routes by situation.

The salary line, once

The UAE Government Portal states: "The sponsor must have a minimum salary of AED 4,000 or AED 3,000 plus accommodation." Costs are covered in the family visa cost guide.

The housing part of that condition is worded differently on three official pages. The UAE Government Portal says "plus accommodation". ICP's family residence page says "plus employer-provided housing". GDRFA Dubai's family entry permit card words its condition "In addition to housing". All three are quoted here as published. If housing matters to your employee's file, ask ICP or GDRFA Dubai which wording they apply.

This matters to HR because a company letter can be the evidence of housing. State what is true: whether the company provides housing, and in what form. Do not word a letter to meet a threshold.

Which company documents the official pages name

We did not find an official list of documents an employer must issue for an employee's family sponsorship, on the GDRFA Dubai, ICP and UAE Government Portal pages reviewed on 20 September 2026. What the pages do list are employment documents about the employee: a contract, a salary certificate or an employment certificate. The wording differs from page to page.

Page (authority)Wording on the pageWho it covers, as worded
Entry permit, family sponsorship (GDRFA Dubai)"Employment contract." and "Salary certificate for governmental and semi-governmental institutions and free zones employees."Salary certificate named for government, semi-government and free zone staff
Sponsor File Registration, resident (GDRFA Dubai)"Sponsor's salary certificate if s/he works in a government or semi-government entity"Government and semi-government only
FAQ, individual residence stamping (GDRFA Dubai)"Arabic salary certificate for the government, semi government and free zone's employees" and an "Attested labour contract" for private sector employeesSalary certificate for government, semi-government and free zone; labour contract for private sector
Family residence permit (ICP)"Employment certificate showing family monthly income and housing provision"No sector limit shown on the page as reviewed

The four pages do not agree on scope. Do not choose between them yourself. Ask the channel handling the application which document it needs for this employee, and issue that.

First, if the employee works in the private sector, the GDRFA Dubai FAQ asks for an attested labour contract rather than a salary certificate. That is the employee's labour contract; the employer's employment visa process shows where it sits in that sequence. Second, ICP asks for a document that shows both income and housing. Check that the figures in it match what payroll actually pays. If wages run through the Wage Protection System, the WPS employer guide covers the payroll side.

We did not find a provision obliging an employer to issue a salary certificate in the English text of Federal Decree-Law No. 33 of 2021 on the UAE Legislation portal, reviewed on 20 September 2026. Set your company's position on these requests in writing, and take legal advice if you are unsure.

Documents that belong to the employee

The rest of the file is personal. Tell the employee early, because some items need attestation abroad.

GDRFA Dubai's family entry permit card lists "An attested birth certificate.", "The marriage contract is certified.", "No objection from the father if the guarantor is the wife." and "A passport copy, valid for at least 6 months."

GDRFA Dubai's Sponsor File Registration card lists a "certified marriage contract by the UAE Ministry of Foreign Affairs, in case the husband wants to sponsor the wife". It also lists an "Attested birth certificate in case of sponsoring children" and a "Letter of continuity of study or certificate of registration for children". For housing it asks for an "Attested lease contract issued by Ejari or ownership of a property issued by the Dubai Land Department".

GDRFA Dubai's family residence issuance card asks for "A recent colour photograph with a white background for the sponsored person." On 20 September 2026 that card's Terms and Conditions block appeared to describe another category (an entrepreneur nominated by the Dubai Future Foundation), so confirm the conditions for a family file with GDRFA Dubai. ICP's family residence page lists "Proof of kinship (attested marriage contract, children's birth certificates)" and "Valid health insurance".

Certificates issued abroad go through an attestation chain before they reach GDRFA Dubai or ICP. The document attestation guide sets out that chain.

Parents. The UAE Government Portal's sponsorship requirements tab states: "A resident can sponsor his parents, and the residence visa will be granted on a yearly basis regardless of the duration of the sponsor's visa." Ask GDRFA Dubai or ICP which service applies to parents.

Medical and Emirates ID. The UAE Government Portal states that family members "who have completed the age of 18 need to undergo and pass medical fitness tests". The Government of Dubai portal states: "These tests are conducted by medical fitness centers managed by Dubai Health." On Emirates ID, the UAE Government Portal states: "It is mandatory for all UAE citizens and residents to apply for an Emirates ID."

Who does what: the responsibility split

The stages below are our editorial grouping of the published service cards, not a sequence published by any authority. Confirm the route for each file with GDRFA Dubai or ICP.

The channels are set by each authority. ICP's family residence page states: "This service requires you to login using UAE Pass". GDRFA Dubai's family residence issuance card lists "Digital channels (website/smart application)" and "Amer Service Centre". Whichever channel is used, the employee keeps their own UAE PASS credentials. Neither HR nor a provider should ask for them.

Timings HR can plan around

GDRFA Dubai's family entry permit card states that the holder may remain "for a period of (60) sixty days from the date of entry until the requirements for issuing residency are satisfied". ICP's page states that the foreigner's stay should "not exceed sixty (60) days from the date of entry for the purpose of completing the residence issuance procedures."

GDRFA Dubai's family entry permit, sponsor file, family residence and renewal cards show a service time of "48.0 Hour(s)", and ICP's page shows "2 Days". These are the authorities' published figures, not a promise about any file.

The family's residence follows the employee's. The UAE Government Portal states: "The expiry date of the dependent's residence visa will not exceed that of the sponsor." ICP states: "Family residence matches the sponsor's permit and cannot exceed it". GDRFA Dubai's renewal card describes "renewing a residence permit for a foreign national's family members under the same terms as when it was originally issued."

For HR, that makes the employee's own visa date the anchor. Put the family's renewal on the same calendar line as the employee's.

Health insurance for dependants

The UAE Government Portal states: "In the emirate of Dubai, employers are required to provide health insurance coverage for their employees. Sponsors are required to get insurance cover for their resident dependents."

For Abu Dhabi, the same page states: "In the emirate of Abu Dhabi, employers and sponsors are responsible for the providing health insurance coverage for their employees and their families (1 spouse and 3 children under 18 years)."

If your company contributes to family cover in Dubai, write that down as policy, with its limits. The employee can then plan the rest, and the cost of living budget guide helps with the household side.

Passports and originals

The UAE Government Portal's labour rights page states: "The confiscation of workers' passports is prohibited and workers do not require their employer's permission to leave the country." Federal Decree-Law No. 33 of 2021, Article 13, lists among the employer's obligations: "Not withhold the official documents of the Worker".

Do not hold family members' passports either. Take copies. If an original has to be seen, record when it came in and when it went back, and have the employee sign for its return.

When the employee leaves or moves

Cancellation runs in a set order. The UAE Government Portal states: "An individual sponsoring his/her spouse, children and other dependents must cancel the dependents' visas before he cancels his/her own." ICP states: "Family members' permits under the foreign worker's sponsorship must be cancelled before his residence is cancelled, or placed on hold for a limited period with applicable fees."

If the employee is moving to another employer rather than leaving, refer the employee to ICP's cancellation page for the conditions that apply to family members' permits.

Grace periods after cancellation or expiry are worded differently across official pages. As published on 20 September 2026:

  • GDRFA Dubai's family residence issuance card: "The grace period to stay inside the country after the expiration of the residence permit or its cancellation is (60) days."
  • GDRFA Dubai's cancellation card: "a grace period of (60) sixty days"
  • The UAE Government Portal's family residence page: "Dependents are granted a 6-month grace period from the date of expiry or cancellation of their visas to obtain a new residence permit."
  • The UAE Government Portal's general provisions page: grace periods "that reach up to 6 months (according to resident category)".
  • ICP's cancellation page: periods set by category, from 30 to 180 days, including 60 days for "residence permits issued with a guarantor or host".

We do not choose between them. The employee should confirm with GDRFA Dubai or ICP which period applies to each family member.

On the employer's side, the employer's cancellation obligations cover the employee's own exit. GDRFA Dubai's cancellation card lists "An extract of work permit cancellation issued by the Ministry of Human Resources and Emiratisation (if the employee works in the private sector)". Separately, Article 13 of Federal Decree-Law No. 33 of 2021 lists an obligation to give the worker, "at his request, upon the expiry of the employment contract, an experience certificate free of charge".

Who pays

We did not find a provision obliging an employer to bear any cost of an employee's family residence in the English text of Federal Decree-Law No. 33 of 2021, reviewed on 20 September 2026. Set the company's position on contributions as written policy, and take legal advice if an employment contract already addresses it.

What the authority decides, what HR prepares, what a provider can do

  • The authority decides. GDRFA Dubai or ICP decides each family residence application, on its own assessment. No employer letter and no provider changes that.
  • HR prepares. Accurate company documents, one signatory, figures that match payroll, a written policy on contributions and time off, and a calendar that follows the employee's own visa.
  • A provider can prepare the file, submit it through the correct channel, coordinate appointments and track progress for the sponsor, with the sponsor's own authority.
Practical asset: the HR family-visa request intake checklist. 1. Record the request in writing: employee name, family members to be sponsored, and their relationship to the employee. 2. Confirm the employee holds a valid residence permit, as ICP's page requires of the sponsor. 3. Ask which channel the application will use (GDRFA Dubai or ICP) and which page lists the documents. 4. Issue only what that page names. GDRFA Dubai wording: "Employment contract."; a salary certificate for government, semi-government and free zone employees; an "Attested labour contract" for private sector employees. ICP wording: "Employment certificate showing family monthly income and housing provision". 5. Check each figure against payroll, and state housing provision exactly as it is. 6. Name one sign-off owner for all family-visa letters, and keep a copy of each letter issued. 7. Give the employee the personal-document list: attested marriage and birth certificates, passport copies, photographs, tenancy or ownership evidence, study letters for children, and health insurance. 8. Diarise the employee's own residence expiry as the family's anchor date. 9. Record the company's position on insurance contributions and time off for appointments. 10. Do not hold passports or originals. Copies only; if an original is seen, log receipt and return. 11. Do not ask for, or accept, the employee's UAE PASS credentials. 12. Do not advise on eligibility. Refer the employee to GDRFA Dubai or ICP.
