You have heard a salary figure from a colleague, and a different one on a forum. Before you sign a lease or plan a move for your spouse and children, you want the condition in the authority's own words.
Three official pages publish a salary figure for sponsoring family, and they word it differently. The UAE Government Portal (u.ae) states: "The sponsor must have a minimum salary of AED 4,000 or AED 3,000 plus accommodation." ICP states: "Financial solvency must be demonstrated, with a minimum monthly income of AED 3,000 plus employer-provided housing, or AED 4,000 if housing is not provided". GDRFA Dubai states: "In addition to housing, the resident's salary must be AED4,000 or AED3,000". Cabinet Resolution No. (65) of 2022, Article 55, lists four conditions for a family residence permit and gives no salary figure.
This article quotes each condition as published: residence, income, housing and relationship. It then gives you a checklist to match your own evidence against each wording. For the other residence routes and how they differ, start with the guide to UAE residence visa types.
Eligibility is determined by the relevant UAE authority. This article describes published requirements and is not immigration advice.
The legal frame: four conditions in Article 55
Cabinet Resolution No. (65) of 2022 is the executive regulation on foreigners' entry and residence. The UAE Legislation portal lists it as issued on 12 July 2022, effective on 3 October 2022, "Active", with six amendments. The portal states: "The last update on this law was listed on 03 Jun 2026." The PDF read on 20 September 2026 does not state whether it reflects those amendments.
Article 55 is headed "Conditions and Controls Residence Permit for Family Members of the Foreigner Resident in the State". It lists:
- "The Foreigner shall have Residence Permit in the State;"
- "The financial solvency of the Guarantor/Head of the family;"
- "Provide adequate housing for family members; and"
- "Proof of kinship"
The article then states: "The ICA Chairman shall issue a resolution on the controls regulating the requirements contained in this Article." We did not find that resolution on the pages reviewed on 20 September 2026. The salary figures quoted in this article come from the three authority pages, not from Article 55.
The u.ae page also warns that its conditions can move: "The conditions are subject to change from time to time. Kindly check with Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) or GDRFA."
Condition 1: you hold a valid residence
ICP's family residence service states: "The foreign national (sponsor/head of the family) must hold a valid residence permit in the UAE". The u.ae page states: "Both, employers and employees with valid UAE residence visas can sponsor residence visas for their families."
That u.ae sentence is about residents who are employers or employees. We did not find a statement that a company sponsors an employee's family on the u.ae, ICP and GDRFA Dubai pages reviewed on 20 September 2026. If you are an employee, the HR guide to employee family visa support covers what your employer can issue.
Two further statements concern who may sponsor:
- Profession. The u.ae sponsorship requirements tab states: "The type of profession is no longer a condition for an expatriate worker to be able to sponsor his family visas."
- Male and female sponsors. GDRFA Dubai's family residence card states: "Both male and female foreign residents are allowed to bring their family members into the country, including the husband and any children under 25 or unmarried daughters." Article 54(1) of the resolution also says "(male or female)".
If your own work permit or contract is still being processed, read how the work permit and labour card fit together and why the offer letter and the MOHRE contract must agree. GDRFA Dubai's family entry permit card lists an "Employment contract" among its documents.
Condition 2: income, in three wordings
The three pages publish the same two numbers. They differ on what the housing element is and where it attaches. Read them side by side before you decide which evidence to prepare.
| Authority and page | Exact published wording | Page date shown |
|---|---|---|
| u.ae, residence visa for family members | "The sponsor must have a minimum salary of AED 4,000 or AED 3,000 plus accommodation." | 07 Aug 2026 |
| ICP, family members of a foreign resident | "Financial solvency must be demonstrated, with a minimum monthly income of AED 3,000 plus employer-provided housing, or AED 4,000 if housing is not provided" | December 11, 2024 |
| GDRFA Dubai, entry permit for family sponsorship | "In addition to housing, the resident's salary must be AED4,000 or AED3,000" | Site stamp 19/09/2026 |
| Cabinet Resolution No. (65) of 2022, Art. 55(2) | "The financial solvency of the Guarantor/Head of the family;" | Portal update 03 Jun 2026 |
The differences, stated only as the pages word them:
- u.ae says "plus accommodation" and does not say who provides it.
- ICP says "plus employer-provided housing" and "if housing is not provided".
- GDRFA Dubai places "In addition to housing" before both figures.
- Article 55 names financial solvency with no figure.
We do not choose between these wordings. If housing is part of your employment package, or you rent or own your home, ask ICP or GDRFA Dubai which wording applies to your situation. The u.ae page itself refers readers to those two authorities.
The u.ae page also has an introductory sentence: "Unlike before, employees can sponsor their families regardless of their job titles if they earn a minimum salary of AED 4,000 or AED 3,000 plus accommodation."
Partners in a business. GDRFA Dubai's family entry permit card states: "The partner's share must be at least 48 thousand Dirhams, as stated in the partnership agreement." The same card lists a "Partnership contract for the partner". Confirm with GDRFA Dubai how this applies to your file.
Income evidence. ICP's document list includes an "Employment certificate showing family monthly income and housing provision". GDRFA Dubai's pages name salary certificates for some sectors only, and the pages differ on scope. The HR guide linked above compares those wordings.
Other emirates. We did not find emirate-by-emirate salary differences on the u.ae and ICP pages reviewed on 20 September 2026. At emirate level, only GDRFA Dubai's pages were reviewed. If you live outside Dubai, ask ICP or your emirate's immigration authority.
Condition 3: housing
ICP states: "Adequate housing must be secured for family members, in proportion to the property's capacity (owned or rented)". Article 55(3) of the resolution states: "Provide adequate housing for family members". We did not find a published definition of adequate, such as a room count or floor area, on the pages reviewed on 20 September 2026. Ask the authority if you are unsure your home meets it.
The Dubai pages name the housing evidence:
- GDRFA Dubai's sponsor file card: "Attested lease contract issued by Ejari or ownership of a property issued by the Dubai Land Department".
- GDRFA Dubai's FAQ, for residence stamping: "Attested tenancy contract with a minimum validity of 60 days." and "Latest electricity and water Bill."
- ICP's document list includes a "Water/Electricity Bill".
If you are renting in Dubai, the Ejari registration guide explains how a tenancy contract is registered. Check the contract's remaining validity against the GDRFA Dubai FAQ wording before you apply.
GDRFA Dubai's family residence card adds where the family lives: "The family will reside where the guarantor/head of the family does for the duration of the agreement."
Condition 4: the relationship
Article 54(1) of the resolution sets the core list: "The Foreigner residing in the State (male or female) may bring in his family members, including the husband and children who have not reached (25) twenty-five, or unmarried daughters. Children with special needs regardless of age in accordance with the regulations issued by the ICA Chairman;"
The authority pages use close but not identical wording. The table in the practical asset below sets them side by side for each family member. Two points need care.
Sons. u.ae and ICP say "sons under 25 years old". GDRFA Dubai's family residence card says "children under 25", while its entry permit card states: "Up to 25 years old, a resident may sponsor his male children." Article 54(1) says "children who have not reached (25) twenty-five". If your son is close to 25, ask the authority how it applies its wording on your application date.
Parents. The u.ae sponsorship requirements tab states: "A resident can sponsor his parents, and the residence visa will be granted on a yearly basis regardless of the duration of the sponsor's visa." GDRFA Dubai's FAQ answer to "What are the individual residence entry permit requirements?" lists "Affidavit letter from the sponsor's consulate for parents." and "Parent's sponsorship should be for both unless there is death or divorce." We did not find an income, housing or insurance condition specific to parents on the pages reviewed on 20 September 2026. Ask GDRFA Dubai or ICP which conditions apply before you plan.
Green visa holders. u.ae states: "Holders of the Green visa are also entitled to sponsor first-degree relatives." Article 54(2) states: "The Foreigner who has obtained a Green Residence Permit may bring in his first-degree relatives; and".
Step-children. We did not find step-children mentioned on the current u.ae, ICP, GDRFA Dubai and Cabinet Resolution pages reviewed on 20 September 2026. Ask the authority directly.
Relationship evidence the pages list
- ICP: "Proof of kinship (attested marriage contract, children's birth certificates)" and "Birth certificates to prove children's ages, or documents proving special needs regardless of age".
- GDRFA Dubai entry permit card: "An attested birth certificate", "The marriage contract is certified" and "No objection from the father if the guarantor is the wife".
- GDRFA Dubai sponsor file card: "certified marriage contract by the UAE Ministry of Foreign Affairs, in case the husband wants to sponsor the wife", "Attested birth certificate in case of sponsoring children" and "Letter of continuity of study or certificate of registration for children".
If you are a woman sponsoring your children, note the GDRFA Dubai line on the father's no objection. We did not find a separate salary or profession rule for women sponsors on the current pages reviewed on 20 September 2026.
Other conditions on the same pages
The same pages list these items beside the conditions above.
- Passport. ICP: "Passport valid for no less than 6 months". GDRFA Dubai: "A passport copy, valid for at least 6 months".
- Medical fitness. u.ae: "Male and female family members who are to be sponsored and who have completed the age of 18 need to undergo and pass medical fitness tests at approved health centres in the UAE."
- Health insurance. ICP's document list includes "Valid health insurance".
- Time after entry. ICP: "It is required that the foreigner's stay in the UAE does not exceed sixty (60) days from the date of entry for the purpose of completing the residence issuance procedures."
- Validity. u.ae: "The expiry date of the dependent's residence visa will not exceed that of the sponsor." ICP: "Family residence matches the sponsor's permit and cannot exceed it".
For what each step costs, see the family visa cost guide for Dubai. This article states no fees.
Different routes with their own family rules
Some residents sponsor family under a different permit, with different published wording.
- Golden residence. The annex to Cabinet Resolution No. (65) of 2022, Article 3(1), states: "Residence Permits may be issued to family members of the Foreigner who has obtained Golden Residence Permit, including the spouse and children, regardless of age and parents, for a renewable period of (10) ten years;". The UAE golden visa guide covers that route.
- Green residence. See the Article 54(2) and u.ae wording above.
- Family of UAE citizens. Article 56 covers "The parents, children and spouse of a male or female citizen who holds foreign passports". That is a separate route and is not covered here.
What we did not find
On the u.ae, ICP, GDRFA Dubai and Cabinet Resolution No. (65) of 2022 pages reviewed on 20 September 2026, we did not find:
- an income, housing or insurance condition for a resident sponsoring parents;
- a separate salary or profession rule for a woman sponsoring her husband and children;
- any mention of step-children;
- the ICA Chairman's resolution on the Article 55 controls;
- a published definition of adequate housing.
A u.ae page whose web address contains "archived-content" is not used here. Ask ICP or GDRFA Dubai for the current position.
Your condition checklist
Fill in the right-hand column with the document you hold, its date and its expiry. Where the column stays blank, you have a question for the authority.

Practical asset: the family sponsorship condition checklist. Block A. Relationship (Cabinet Resolution No. (65) of 2022, Art. 54(1), and the portals) | Family member | Art. 54(1) | u.ae | ICP | GDRFA Dubai | Evidence I hold | |---|---|---|---|---|---| | Spouse | "the husband" | "spouse" | "spouse" | "the husband" | ____ | | Sons | "children who have not reached (25) twenty-five" | "sons under 25 years old" | "sons under 25 years old" | "children under 25" (residence card); "Up to 25 years old" (entry permit card) | ____ | | Daughters | "unmarried daughters" | "unmarried daughters" | "unmarried daughters" | "unmarried daughters" | ____ | | Children with special needs | "regardless of age" | "children with special needs" | "children with special needs" | "regardless of age" | ____ | | Parents | Not listed in Art. 54(1) | "A resident can sponsor his parents" | Placement of ICP's parent wording not confirmed; ask ICP | "Parent's sponsorship should be for both unless there is death or divorce." | ____ | Block B. Income | Source | Exact wording | Evidence I hold | |---|---|---| | u.ae | "a minimum salary of AED 4,000 or AED 3,000 plus accommodation" | ____ | | ICP | "a minimum monthly income of AED 3,000 plus employer-provided housing, or AED 4,000 if housing is not provided" | ____ | | GDRFA Dubai | "In addition to housing, the resident's salary must be AED4,000 or AED3,000" | ____ | Block C. Housing | Source | Exact wording | Evidence I hold | |---|---|---| | Art. 55(3) | "Provide adequate housing for family members" | ____ | | ICP | "Adequate housing must be secured for family members, in proportion to the property's capacity (owned or rented)" | ____ | | GDRFA Dubai | "Attested lease contract issued by Ejari or ownership of a property issued by the Dubai Land Department" | ____ | | GDRFA Dubai FAQ | "Attested tenancy contract with a minimum validity of 60 days." | ____ | Then: 1. Confirm your own residence is valid, as ICP requires of the sponsor. 2. Mark each blank cell as a question, and put it to ICP or GDRFA Dubai. 3. Check that each certificate issued abroad carries the attestation the page names. 4. Check passport validity for each family member against the six-month wording. 5. Re-read the pages on the day you apply; u.ae states that the conditions are subject to change.
What the authority decides, what you prepare, what a provider can do
- The authority decides. GDRFA Dubai or ICP, not any provider, decides each family residence application and how its published wording applies to you.
- You prepare. Your valid residence, income evidence, housing evidence, attested relationship documents and passports, matched against the checklist above.
- A provider, within whatever its licensed activity covers, can prepare the file, submit it through the correct channel and track progress. A provider cannot assess or promise eligibility.

Contact RINJAZ to confirm availability, scope and quotation for support with a family residence file. RINJAZ is a privately licensed UAE service provider. It is not a government entity and does not act for any authority. A provider's role, within whatever its licensed activity covers, is to prepare documents, submit them through the correct channel and track progress. GDRFA Dubai or ICP decides each family residence application, and no provider can promise the outcome.
